New Jersey PFAS Limits: What Your PFAS Water Filter Has to Beat
New Jersey regulates three PFAS compounds in drinking water under its own state maximum contaminant levels, or MCLs. NJDEP adopted these standards before EPA finalized a federal PFAS drinking water rule, and they apply to public water systems across the state.

NJDEP lists these in micrograms per liter, which is the same unit as parts per billion. Most lab reports and news coverage use parts per trillion instead, so 0.014 micrograms per liter is the same concentration as 14 ppt. An MCL is the highest level allowed in water delivered by a public water system. It is not a filter specification, but it is the benchmark most New Jersey homeowners end up using. If your utility report or well result sits anywhere near these numbers, that is the level your treatment has to get below and stay below.
The federal picture is still moving. On April 10, 2024 EPA published a National Primary Drinking Water Regulation setting limits of 4.0 ppt for PFOA, 4.0 ppt for PFOS, and 10 ppt each for PFHxS, PFNA and HFPO-DA (GenX), plus a Hazard Index MCL for mixtures containing two or more of PFHxS, PFNA, HFPO-DA and PFBS. On May 18, 2026 EPA announced two proposed rules: one that keeps the PFOA and PFOS limits while allowing systems to request two additional years, to 2031, to comply, and one that would rescind the regulations for PFHxS, PFNA, HFPO-DA and that Hazard Index. As of August 2026 these are proposals, not final rules.
New Jersey's 14, 13 and 13 ppt MCLs are state standards and are not erased by the federal reconsideration. NJDEP states that it is currently working to incorporate the federal NPDWR requirements into State regulation. The practical lesson for a homeowner is simple. Do not size a PFAS water filter around a federal number that is still in play. Size it around your own result and a certification that proves performance.
Does NJ Water Have PFAS? Get Your Own Number Before You Buy a PFAS Filter
PFAS has been found in drinking water sources across New Jersey, and NJDEP describes itself as a national leader in addressing PFAS in drinking water. But New Jersey has PFAS is not the same statement as your tap has PFAS. Get your own number first.
If you are on public water, your utility already measures this and has to report it.
- Read the annual water quality report, also called a Consumer Confidence Report. EPA says these reports must be sent by your water supplier each year by July 1, and they list what was detected and at what level.
- Use NJDEP's PFAS page for public water customers. It links a tool to find your water system and a list of public water systems with PFAS violations.
- Compliance is judged against the MCL. A result below the limit means your system is meeting the standard. Plenty of households still add treatment when a result sits close to the limit, and that is a reasonable personal call.
If you are on a private well, nobody tests it but you.
- The New Jersey Private Well Testing Act requires testing of private wells subject to sale or lease, and NJDEP has added PFOA, PFOS and PFNA to the required parameters. The full panel runs to as many as 43 parameters. Landlords must test well water once every five years and give tenants a copy of the results.
- NJDEP estimates the average price of that full Private Well Testing Act panel at $1,200 to $1,500, with possible added cost for the field blank, which NJDEP requires for PFAS and VOC sampling to confirm nothing was introduced during collection. A standalone PFAS test is a smaller scope of work than the full panel.
- Outside a sale, order the test yourself from a laboratory certified under NJDEP's Environmental Laboratory Certification Program, run by the Office of Quality Assurance under N.J.A.C. 7:18, and ask for an EPA drinking water PFAS method such as EPA Method 533.
- PFAS samples contaminate easily. Follow the lab's kit instructions exactly rather than improvising with your own bottles.

Certified, Not Just Claimed: NSF Standards for a PFAS Water Filter
Most PFAS filter marketing falls apart right here. Reduces forever chemicals is a sentence anyone can print on a box. Certification means an independent body tested the actual product and validated the reduction claim on the label. NSF states that certified products must be retested periodically and that manufacturing facilities must be inspected annually.
NSF also sets a numeric bar. To make a PFAS reduction claim, NSF says a water filter must be able to reduce PFAS to below 20 parts per trillion. Two current standards carry PFAS reduction claims for home equipment, and one older protocol still appears in EPA guidance.

Three cautions before you shop.
- A standard number alone is not a PFAS claim. A product can be certified to NSF/ANSI 53 for lead and cyst reduction while doing nothing measurable for PFAS. Read the claim line on the listing, not the number on the box.
- NSF is not the only certifier. EPA's guidance on identifying PFAS filters also names CSA Group, IAPMO R&T, UL and WQA as third-party certifiers for these standards.
- The standards are being updated. NSF says its joint committee task groups have been working on updates to NSF/ANSI 53 and NSF/ANSI 58 to align with EPA's final PFAS rule, subject to ballot. Check the current listing rather than an old brochure.
It also helps to know what the neighboring standards do not cover, because they get waved at homeowners constantly. These are the exact category names NSF uses in its certified products database.
- NSF/ANSI 42 covers drinking water treatment units for aesthetic effects, such as chlorine taste and odor. Not a PFAS claim.
- NSF/ANSI 44 covers cation exchange water softeners. A softener is certified for hardness, not PFAS reduction.
- NSF/ANSI 55 covers ultraviolet microbiological water treatment systems. UV does nothing to PFAS.
- NSF/ANSI 401 covers drinking water treatment units for emerging compounds and incidental contaminants, a different list again.
You can check any product yourself in NSF's certified drinking water treatment units database. Search the brand, open the listing, look for the PFAS reduction claim. If it is not printed there, it is not certified for PFAS.
Whole-House GAC, Anion Exchange or Under-Sink RO for PFAS Removal
EPA highlights three treatment technologies for reducing PFAS in drinking water. The right PFAS filter for your house depends on which water you want treated and what else is in it.

NJDEP's own well water treatment guidance for homeowners lists granular activated carbon filtration as the treatment option for perfluorinated compounds, which is where most whole-house designs in this state start.

- Whole-house first when you want every tap, shower and appliance on treated water, when the home is on a private well, or when PFAS shows up alongside other well issues that need a point-of-entry solution anyway.
- Consider anion exchange when the lab result is dominated by short-chain compounds, when your target concentration is aggressive, or when media change frequency matters more than upfront cost.

- Do not expect a softener to do this work. Softeners are certified to NSF/ANSI 44 for hardness. If you need both, you need both.
What a Whole-House PFAS Filter Actually Takes in a New Jersey Home
A whole-house PFAS filter is not a cartridge you screw onto a line. Point-of-entry equipment sits where the service line enters the house and has to be sized for your real flow rate, not a catalog average.
A proper design accounts for:
- Contact time. Carbon and resin both work by holding water against media long enough to capture the PFAS. EPA's own list of variables for GAC includes bed depth and flow rate. Undersize the tank or overrun the flow and reduction falls off while the system still looks fine.
- Pretreatment. Sediment, iron, manganese and hardness foul media and shorten its life. On wells in Morris and western Union County we often stage sediment and iron removal ahead of the PFAS stage.
- Media replacement. Adsorption media fills up. EPA is blunt about it: filters are only effective if they are maintained according to the manufacturer's instructions for how long the filters or membranes will last before they need to be replaced.
- Verification sampling. The only way to know the system did what it was designed to do is to sample treated water after startup through an NJDEP-certified lab.
The maintenance point is not a sales line. A peer-reviewed study of residential filters published in Environmental Science and Technology Letters in 2020, covering homes in central and southeastern North Carolina, evaluated eight whole-house activated carbon point-of-entry systems. Results were variable, and in four of the eight systems the researchers measured increased PFAS levels in the filtered water. Loaded media can release what it collected. That is the gap between a PFAS water filter that is installed and one that is managed.

Do Water Filters Actually Remove PFAS? Brita, Fridge and Gravity Filters
This is the question that brings most people to a PFAS filter search, and the honest answer has two halves.
Yes, some filters remove PFAS well. In that 2020 Environmental Science and Technology Letters study, all of the under-sink dual-stage and reverse osmosis filters tested showed near complete removal of all the PFAS compounds evaluated. EPA separately reports that high-pressure membranes are typically more than 90 percent effective across a wide range of PFAS.
No, the pitcher on your counter is probably not one of them. In the same study, all the other activated carbon products, including countertop and pitcher filters, faucet-mounted filters, activated carbon block refrigerator filters and single-stage carbon block under-sink filters, showed variable PFAS removal that depended on chain length. Long-chain PFAS came out around 60 to 70 percent, short-chain PFAS around 40 percent. That study was run on North Carolina water, so treat the percentages as a warning about product categories rather than a prediction for your address.
On the specific products people ask about:
- Brita and similar pitchers. Treat PFAS reduction as unproven unless that exact model carries a certified PFAS reduction claim. A generic carbon pitcher is not certified for PFAS.
- Refrigerator filters. Carbon block fridge filters fell in the variable group in that study. They are usually sold for taste and odor, and they are usually the most overdue filter in the house.
- Gravity countertop units. Manufacturer self-testing is not certification. Check the NSF certified products database, or another accredited certifier's listing, before you trust the claim.
- Boiling. NSF is direct on this point. Boiling water that contains PFAS will not reduce exposure risk.
The rule that survives all of it: look for a specific PFAS reduction claim certified under NSF/ANSI 53 or NSF/ANSI 58, then keep the media on schedule.
