Do I need a water softener on city water? Often yes in this part of New Jersey, for a reason almost nobody states plainly: your utility treats water for safety, not for hardness, and it does not soften it. New Jersey American Water says so in its own hardness fact sheet: "New Jersey American Water does not soften the water, because calcium and magnesium pose no health problems and can promote stronger bones." Whatever calcium and magnesium the source water started with is still there when it reaches your tap.

Being on city water instead of a private well tells you nothing about hardness. It only tells you that someone tested your water against a list of regulated contaminants and published the results. Hardness is not on that list. The EPA sets no primary drinking water standard for hardness, and its secondary standards, which cover taste, color, odor and staining, are not federally enforced. In the EPA's own words, "EPA does not enforce these 'secondary maximum contaminant levels'."

So the practical answer comes down to a single number. Find your published hardness in grains per gallon. Above roughly 7 grains per gallon, a water softener is worth pricing. Below that, you can probably skip it. Every published range we found for the areas Jersey Water Pros covers in Union, Essex and Morris County reaches or crosses that line somewhere, which is why homeowners here keep asking the question. The one exception is Chatham Borough's own water utility, which does not publish a hardness number at all.

Why city water is never softened before it reaches your house

Public water systems exist to make water safe to drink. They filter it, disinfect it, control corrosion, and test it against dozens of enforceable limits. Softening is not on that list, and the utilities give three reasons.

First, hardness is not a health problem. The typical water quality sheets New Jersey American Water publishes for this region all label total hardness "naturally occurring," and the EPA sets neither a primary nor a secondary limit for hardness itself. Under the federal rules it is a nuisance parameter, not a contaminant.

Second, softening at the plant would change the water in ways regulators do not like. The same utility fact sheet notes that removal of calcium and magnesium "has the potential to increase sodium levels in the drinking water, which could be harmful for those who have high blood pressure," and adds that "softer water is also more corrosive and might shorten the life of your home plumbing."

Third, it would cost every ratepayer money to solve a problem that is cosmetic and mechanical rather than medical. So the decision gets handed to you, and the utility is candid about that. New Jersey American Water's guidance on home softeners ends with the line that the decision to buy one "is therefore one of personal preference." The same fact sheet notes that more than 85 percent of American homes have hard water.

This is why the question of whether you need a water softener on city water has no default answer. City water is safe water. It is not soft water, and those are different things.

How to find your hardness number on city water

Before you can answer the water softener question for your own house, you need your number. There are three places to look, in order of effort.

Your utility's typical water quality sheet. This is the fastest route and the one most homeowners never find. New Jersey American Water publishes short PDFs by service area, and each one lists total hardness twice, in mg/L and in grains per gallon. The catch is that a single system can have several sheets. The Short Hills system, PWSID NJ0712001, has one sheet for Summit, another for the Berkeley Heights and New Providence area, and a third for the Chatham and Madison area, and all three report different hardness. Find the sheet that names your town or ZIP code, not just your system.

Your utility's annual water quality report. Every community water system in New Jersey publishes one each year. Hardness is a secondary contaminant, which means New Jersey sets a recommended upper limit rather than an enforceable maximum. As Livingston's report puts it, recommended upper limits "are recommendations, not mandates." Some reports print hardness and some do not. Livingston lists it in a secondary contaminants table. The Borough of Chatham Water Utility's 2026 report does not list hardness anywhere, even though the utility says it samples and tests for "over 80 possible contaminants." If your report skips hardness, that is normal and not a warning sign.

An NJDEP-certified lab. If your utility does not publish hardness, or your water blends several sources and you want the number at your own tap, a certified lab result is the only official answer. One conversion is worth memorizing: one grain per gallon is about 17.1 mg/L, so divide mg/L by 17.1 to get grains. Livingston's report uses exactly that math, printing the 250 ppm recommended upper limit for hardness as 14.6 grains per gallon.

The hardness level where a water softener starts to pay

The threshold public health agencies cite most often is 7 grains per gallon. The Minnesota Department of Health puts it in one sentence: "If your water's hardness is greater than 7 grains per gallon or 120 mg/L, then you might need a water softener to ensure your appliances run well and to improve the taste, smell, or look of your water." We did not find an equivalent published threshold aimed at New Jersey city water customers, which is part of why this question goes unanswered here.

That number lines up with the standard scales. The USGS classifies water from 121 to 180 mg/L as hard and anything above 180 mg/L as very hard. New Jersey American Water's own chart calls 120 to 179 ppm, or 7 to 10.4 grains per gallon, hard, and anything above 180 ppm, or 10.5 grains per gallon, very hard.

Below 7 grains per gallon you will still see spots on glassware and film on the shower door. Above it, the damage shifts from cosmetic to mechanical. Scale settles in the bottom of a water heater tank and coats electric elements, narrows the heat exchanger in a tankless unit, collects in dishwasher and washing machine valves, and ties up detergent so you use more of it for a worse result. Those are the costs a water softener actually offsets.

Between about 5 and 7 grains per gallon is a genuine judgment call that depends on the age of your appliances and how much the symptoms bother you. Above 10 grains per gallon, the case is straightforward, because that is the range both the USGS and the utility's own chart call very hard.

Two details are worth noticing. Watchung and Warren appear on two different sheets with two different ranges, which is a good reminder to use the sheet that names your ZIP code rather than the first one you find. And Livingston states in its own 2026 report that hardness does not meet the recommended upper limit, at an average of 19.5 grains per gallon with results as high as 27.8. The same report shows what Livingston buys from neighbors: 12.4 grains per gallon from New Jersey American Water's Short Hills system and 25.8 from the East Orange Water Commission. Two homes in one town can be drinking noticeably different water.

What a water softener on city water does not fix

This is where water softener sales pitches get vague, so here is the specific version. A softener is an ion exchange device. Resin beads trade sodium or potassium for the calcium and magnesium in the water, and a salt brine rinses the beads clean during regeneration. That is the entire job. New Jersey American Water states it flatly: "Water softeners do not improve the safety or quality of your water."

Chlorine and chloramine taste. A water softener does nothing for it. The Raritan system serving Cranford and Westfield disinfects with chloramines at monthly average residuals of 0.7 to 1.2 mg/L. Disinfection varies even inside one system: the Short Hills sheets list chlorine for Summit, at distribution residuals from non-detect to 3.2 mg/L, chlorine for the Chatham area at 0.59 to 1.0 mg/L, and chloramine for the Berkeley Heights area. The fix for taste is carbon filtration at the point of entry, and catalytic carbon specifically for chloramine, which is harder to remove than plain chlorine. Placing carbon ahead of a softener also helps protect the resin, which disinfectants degrade over time.

PFAS. A water softener is not PFAS treatment. New Jersey's enforceable limits are 14 parts per trillion for PFOA and 13 ppt for both PFOS and PFNA. This is not abstract here. Livingston's 2026 report discloses an ongoing PFOA violation, with a highest running annual average of 26.45 ppt against the 14 ppt limit, and says the violation "will not be resolved until treatment is installed at the affected facilities." The township reports that the first phase of PFAS treatment came online as of December 2025. Federal limits of 4.0 ppt for PFOA and PFOS were finalized in April 2024, and in May 2026 the EPA proposed keeping those two limits while letting systems request two more years, to 2031, to comply. Read your utility's current report rather than an old one.

Be careful with filter marketing here. The New Jersey Department of Health notes that products certified to NSF/ANSI 53 under the 2022 standard version are certified to reduce total PFAS below 20 ppt, and states plainly that "these products are not certified for removal to the lower NJ MCLs of 14 and 13 ppt or the lower USEPA MCLs." Livingston's report puts it the same way: NSF does not certify reduction of PFOA to New Jersey's MCL. Reverse osmosis and activated carbon are the technologies the state lists as effective, so look for equipment certified to NSF/ANSI 53 or NSF/ANSI 58 for reduction of PFOA and PFOS, check which version of the standard the listing names, and treat any claim of guaranteed compliance with the New Jersey limit as unsupported.

Lead. Lead is rarely in source water. As the Borough of Chatham's report explains, it "enters tap water through" household plumbing and service lines, which is why a 2021 New Jersey law, P.L. 2021 chapter 183, approved on July 22, 2021, requires public community water systems to replace all lead service lines no later than 10 years after the effective date, with the statute allowing up to 15 years where a system needs the time to finish. A water softener is not the answer here either. The same Chatham report warns that softeners and reverse osmosis units "will remove lead from water but can also make the water more corrosive to lead solder and plumbing by removing certain minerals," and that installing them at the point of entry in homes with lead plumbing "should only be done under supervision of a qualified water treatment professional." Until your own line is confirmed, a drinking-tap filter certified to NSF/ANSI 53 for reduction of lead is the sensible interim step.

The honest case for skipping a water softener on city water

Not every house on city water needs a water softener, and a company that tells you otherwise is selling rather than advising. Here are the real arguments against.

  • Your number may simply be low. If the sheet for your area says 5 or 6 grains per gallon and your water heater is newer, the return can be small. Spots on glassware are annoying, not expensive.
  • Sodium goes up. A salt-based softener trades sodium for hardness, and the trade scales with your hardness level. New Jersey American Water advises that "if you are on a sodium-restricted diet, you might want to consult your physician prior to purchasing a system." Short Hills system sheets already list sodium as high as 115 mg/L before any softener is involved. Households watching sodium often pair a softener with reverse osmosis at the drinking tap, or run potassium chloride instead of salt.
  • Softeners use water and salt. Regeneration is not free. Citing Consumer Reports, New Jersey American Water says softeners "can consume from 15 to 120 gallons of water for every 1,000 gallons of water processed." Add the cost of salt on top of that.
  • Softer water is more aggressive to some pipe. The same utility guidance notes there is evidence that softened water "might be corrosive to certain metallic pipe materials." In an older New Jersey basement, that is a reason to have a licensed plumber inspect the connection point before anything is installed.

If your published hardness sits under about 5 grains per gallon and your actual complaint is taste, you do not need a water softener. You need carbon filtration, and it costs less.

Deciding, and what a water softener install involves in New Jersey

Work through it in this order. Find the utility sheet that names your town. Convert to grains per gallon if the sheet gives only mg/L. Compare against the 7 grain line. Then separate your complaints, because they have different answers: scale, stiff laundry and short appliance life point to a water softener; taste and odor point to carbon; lead and PFAS concerns point to certified point-of-use treatment, not to softening.
