A salt free water softener does not soften water. That is the single most useful thing a New Jersey homeowner can learn before spending money on one, and the manufacturers say so in their own fine print. Watts states in the spec sheet for its OneFlow anti-scale system that the product "is not a water softener" and is instead "a scale prevention device." That does not make a salt free water softener useless. It makes it a different tool for a different job. Here is what each system does, what New Jersey water demands, and how to choose without getting sold.
What a Salt Free Water Softener Actually Does
Almost every product marketed as a salt free water softener is a water conditioner, and the credible ones use template assisted crystallization, or TAC. Water passes through a bed of media with engineered sites on the surface. Watts describes the process as transforming dissolved hardness minerals into harmless, inactive microscopic crystal particles that stay suspended in the water and pass to drain. Because the minerals are already locked into crystals, they are far less able to bond to a water heater element, a boiler heat exchanger or a shower valve.
The operative word is prevention, not removal. The calcium and magnesium never leave. Measure your water before and after a salt free water softener and the hardness number is identical. Culligan says it plainly on its own comparison page: "Salt-free systems do not lower the water hardness measurement or produce soft water."
Independent testing supports the scale claim while confirming the softening claim was never there to make. WateReuse Research Foundation project 08-06 evaluated alternatives to domestic ion exchange using the German DVGW W512 protocol and found that template assisted crystallization "reduced scale formation by greater than 88 percent." The same project found that electromagnetic treatment and electrically induced precipitation "reduced scale formation by approximately 50 percent." So the technology inside a salt free water softener matters enormously. TAC has real data behind it. Magnets and plug-in electronic descalers have much weaker data, and they get sold under the same saltless water softener label.
How a Salt-Based Water Softener Works
A salt-based softener uses ion exchange. Water flows through resin beads loaded with sodium. The resin holds calcium and magnesium far more tightly than sodium, so it grabs the hardness minerals and releases sodium in their place. The hardness physically leaves your water. When the resin fills up, the control valve draws brine from the salt tank, strips the minerals off the beads and flushes them to drain. Penn State Extension puts a typical regeneration at about 50 gallons of water.
Only ion exchange produces soft water in the technical sense. The Water Quality Association states that "soft water is defined by American National Standards NSF/ANSI 44 and NSF/ANSI 330 as water containing less than 1 grain of hardness per gallon," or under 17.1 milligrams per liter. Nothing that leaves hardness in the water can meet that definition, which is why the salt free water softener label misleads.
The trade is sodium and salt handling. Penn State Extension estimates ion exchange adds roughly 7.5 milligrams of sodium per quart for each grain per gallon of hardness removed. Households that want to limit that switch to potassium chloride, or add a kitchen tap system certified to NSF/ANSI 58 for reduction of total dissolved solids. The upside shows up in equipment. Battelle research summarized by the Water Quality Research Foundation found that hard water "cut efficiency by up to 48 percent" in water heaters, that some tankless water heaters running hard water "failed after just 1.6 years," and that showerheads on hard water "lost 75 percent of their flow rate in less than 18 months."

Read that as two different products, not two grades of one product. A softener answers a hardness problem. A conditioner answers a scale problem. They overlap on a single line.
What New Jersey Water Means for Your Choice
This is where national blog posts fail Union, Essex and Morris County homeowners, because hard water in New Jersey is not one number. Jersey Radon, which publishes New Jersey specific guidance, describes northern New Jersey utilities as generally serving "moderately hard water in the 7 to 12 GPG range."
Then there are the outliers, and those are the towns where this choice actually matters. The City of East Orange publishes "19 GPG or 328 PPM" and states that its water is very hard. The Borough of Madison lists hardness on its water utility page as "256 - 258 Milligrams per Liter (also expressed as 18 - 20 Grains per Gallon)." One caution if you are doing the math yourself: at the standard 17.1 conversion, 256 milligrams per liter works out to about 15 grains per gallon, so Madison's two published figures do not agree with each other. Either reading is well past the point where the USGS classifies water as very hard, which is more than 180 milligrams per liter.
Here is the part the sales pitch usually skips. At 15 to 20 grains per gallon, a salt free water softener is still inside the manufacturer's stated operating window. Watts lists 30 grains per gallon as the recommended hardness maximum for its OneFlow anti-scale system, and notes that above that level soft scale residue can form outside the plumbing system. Being within spec for scale control is not the same as solving what people in very hard towns actually complain about. Soap scum, spotting and stiff laundry are hardness symptoms, and a conditioner leaves the hardness in place.
The feed water limits matter more for Morris County well owners. That same Watts sheet caps iron at 0.3 parts per million, manganese at 0.05 parts per million, free chlorine under 2 parts per million and pH between 6.5 and 8.5. Plenty of New Jersey wells miss one of those. Iron is unkind to softeners too: Penn State Extension warns that red oxidized iron "will clog the resin" and advises that "filtration prior to softening insures that oxidized iron is not processed in the softener."
Know your numbers before you shop. On public water, your utility publishes an annual water quality report with hardness in it. For a private well, you want an NJDEP-certified laboratory. We do not test water ourselves, but we can help arrange lab testing.
Septic Systems and New Jersey Rules on Softener Discharge
Two questions come up constantly, and the honest answers are less dramatic than the marketing on either side.
Will softener discharge hurt a septic system? New Jersey's septic code contemplates it. N.J.A.C. 7:9A-12.1, titled System use, states that its disposal prohibition "does not apply to those plumbing fixtures which are normally present within the type of facility indicated in the approved engineering design, such as air conditioning condensate, heating system condensate and water softener backwash." The Water Quality Association's white paper concludes that when water softeners "are operated properly and efficiently, they have no negative impact on septic systems and may improve performance," while advising professionals to ensure the predicted monovalent to divalent cation ratio "is less than or equal to 5" when regeneration discharge goes to a septic system. An efficient, demand-initiated softener that is sized correctly is not the problem. The same paper warns that a softener set very inefficiently, or one whose regeneration waste is diverted, can have negative consequences.
Is salt discharge restricted here? California Health and Safety Code section 116786 lets a local agency limit the availability or prohibit the installation of residential water softening appliances that discharge to a community sewer, but only after it makes specific findings backed by an independent study, and such an ordinance cannot require removal of appliances installed before its effective date. We found no New Jersey statute granting towns that same power, and New Jersey's septic code treats softener backwash as an ordinary flow. Sewer rules are still local, so confirm with your municipality before you buy. A saltless water softener sidesteps the question, because it has no drain line and no discharge at all.
What Each System Costs in New Jersey
Never take a price off a national blog and assume it applies in Summit or Madison. Published third-party ranges are a sanity check, nothing more.
Bob Vila publishes a national installed range of "$200 to $6,000, with a national average of $1,500," listing ion exchange systems at "$500 to $3,000 for the unit and total installation" and salt-free systems at "between $800 and $4,000" installed. The same guide puts a 40 pound bag of softener salt at "between $5 and $10." For New Jersey specifically, Jersey Radon publishes a range of "between $1,800 and $7,000 all in" for equipment plus installation, and says "the majority of residential jobs fall somewhere in the $2,500 to $4,500 range."
The spread inside any of those ranges comes from job specifics: repiping, where the equipment has to go, whether a drain run exists and local permitting.
Running costs split cleanly. A salt-based softener costs you salt, roughly 50 gallons of water per regeneration and eventual valve or resin service. A salt free water softener costs you media instead, and Watts specifies that the cartridge on its cartridge-based OneFlow unit "should be replaced every 2 YEARS." None of those published numbers is a quote for your house. We price every job after seeing the water report and the basement.
Certifications Separate a Real Product From a Sales Pitch
There is a clean way to cut through the claims on both sides of this argument.
For a softener, ask for certification to NSF/ANSI 44, which establishes the minimum requirements for certification of residential water softeners using a cation exchange resin regenerated with sodium or potassium chloride. The performance it measures includes hardness reduction, which is exactly why a salt free water softener cannot be certified to it. That is not a conspiracy against the technology. A conditioner does not reduce hardness, so it cannot pass a test that measures hardness reduction.
Salt-free devices have a standard of their own that almost no competing page mentions. IAPMO/ANSI Z601 covers scale reduction devices for residential water heating. The 2018 edition requires "a minimum of 70% reduction in scale formed in the hot water heater and downstream piping." That pass mark has been contested within the industry. The Water Quality Association has publicly stated that it "supports a pass/fail criterion of 80% for IAPMO Z601, and cannot continue to support the standard if the criterion is lowered to 60%." If a salt free water softener carries a Z601 listing, the scale claim has been measured by a third party. If the seller cannot produce a listing, the claim is copywriting.
For anything that is not hardness, the standards are separate: NSF/ANSI 42 for reduction of aesthetic impurities such as chlorine taste and odor, NSF/ANSI 53 for reduction of health-related contaminants, NSF/ANSI 58 for reverse osmosis systems and NSF/ANSI 55 for ultraviolet treatment. A softener is not a filter, and neither is a conditioner.
The Honest Verdict by Scenario
- Very hard town water. East Orange publishes 19 grains per gallon, and Madison publishes figures that are very hard on any reading. Choose ion exchange. Spotting, stiff laundry and soap scum are hardness problems, and only removal solves them.
- Moderately hard city water, 7 to 12 grains per gallon, protecting a tankless heater. A salt free water softener with an IAPMO/ANSI Z601 listing is a reasonable buy, especially in a finished basement with no drain nearby.
- Septic, or a basement where a drain line means cutting concrete. The no-discharge design is a genuine advantage. A correctly sized softener is still contemplated under New Jersey's septic code, so this is a preference, not a prohibition.
- Well water carrying iron or manganese. Neither product works alone. Pretreatment first, hardness second. This is where buying online goes wrong most often.
- You want the slick feel and spot-free glassware. Ion exchange, without qualification. No conditioner reproduces it.
